“The Derwent Inktense Outliner pencil is a non-water-soluble pencil designed to create permanent base sketches and detail lines in mixed-media or watercolor work. Unlike standard Inktense pencils, its pigment does not bleed or dissolve when you apply water, keeping your lines crisp beneath washes.
